Educator Effectiveness
Educator Effectiveness/Student Learning Outcomes Committee
SB 10-191 Background:
- Senate Bill 191 (the Bill) was passed by the Legislature four years ago and signed into law by the Governor.
- The Bill provided for several changes to the Teacher Employment, Compensation, and Dismissal Act, as well as the Evaluation Act, which affects both teachers and principals.
- Overall, Senate Bill 10-191 changed the way both principals and teachers are evaluated in Colorado with the ultimate goal of continuously supporting educators' professional growth and, in turn, accelerating student results.
- The new evaluation requirements include opportunities for reflection, review, professional development and growth and will replace the current evaluation measurements using “effectiveness” ratings. (www.cde.state.co.us.)
- One of the standards for measuring principal and teacher performance under SB 191 consists of at least 50% of the evaluation being determined by the student learning of the teacher’s students.
Committee Background:
- The Student Learning Outcomes Committee began its work in 2012-13 and has met periodically since this time. The most recent time the committee met was in 2017-18 to formulate recommendations for the 2018-19 school year.
- Since the committee completed their initial work in 2012-13, they have been diligently reviewing the recommendations to learn from our collaborative experiences and make subsequent recommendations for improvement.
Committee Objectives:
The objectives of the committee in 2017-18 consisted of the following:
- To develop an implementation and communication plan to implement the changes to the State model evaluation document for 2018-19.
- To reevaluate our 50% Student Learning Outcomes (formerly student academic growth) portion of the Teacher Evaluation consist with the rules and regulations associated with Senate Bill 191 and consistent with the vision, mission, objective and goals of Summit School District to determine the following:
- What is working well?
- Does our current philosophy represent what we believe it?
- What improvements can we make?
The recommendations outlined below are the final recommendations of the committee for implementation in the year specified as we continue our long-term systematic process for identifying a high quality body of evidence that includes multiple measures. Our ultimate goal is to continuously support educators' professional growth and, in turn, accelerate student learning results.
- Student Learning Outcomes Recommendations for 2013-14
- Student Learning Outcomes Recommendations for 2015-16
