Board Governance, Bold Goals, and Real Gains: How Summit School District is Moving the Needle for Every Student

Summit School District (SSD) is making significant strides in student learning outcomes through a powerful combination of strategic Board governance, coherent initiatives, and an unwavering commitment to academic and personal success for every learner.

A key piece of this progress is the Board of Education’s use of Policy Governance—a structured model that ensures the district’s work stays laser-focused on long-term goals, especially Ends Policy 1: Academic Success:

“Every student will demonstrate annual academic growth and achievement that meets or exceeds grade-level expectations.”

This policy is more than a statement—it’s a standard by which progress is formally measured. Annual Ends Monitoring Reports include data aligned to performance metrics such as achievement and growth indicators. These reports offer public accountability, showing the community exactly how SSD is delivering on its promises.

And results are improving: Academic Growth That Outpaces the State

  • District-wide math growth rose to the 60th percentile, up from the 49th—10 points above the state average.
  • English Language Arts (ELA) growth climbed from the 47th to the 51st percentile, surpassing the state median.
  • ELA proficiency increased by nearly 3 points district-wide, signaling a trend toward higher mastery.

These outcomes reflect the power of SSD’s four strategic pillars, which drive improvement and align with Board goals.

Key Pillars Driving Progress

1. Instructional Coherence – Rigorous, Aligned Learning Every Day

SSD has developed a unified system of instructional practices, coaching, and professional learning:

  • Teachers implement Depth of Knowledge (DOK) Levels 3–4, fostering critical thinking.
  • Classrooms use Success Criteria to guide learning and track progress.
  • Thinking Classrooms and enriched student discourse deepen engagement.

The emphasis on daily rigor is driving achievement and setting the stage for sustained growth.

2. Graduate Profile Development – Building Skills for Life

SSD’s Graduate Profile promotes not just academic growth but personal development. Students embody traits such as:

  • Curious
  • Courageous
  • Globally Aware
  • Growth-Oriented
  • Prepared

These qualities are built into lessons, projects, reflections, and recognition—preparing students to succeed in a complex world.

3. Belonging and Culture – Every Child Seen and Valued

A strong sense of belonging increases academic engagement— honoring students' Funds of Knowledge and fostering inclusive classrooms—helps every student feel seen and valued.

  • Chronic absenteeism dropped significantly, including a 20% decrease at Summit High School.
  • Inclusive instruction is driving gains among historically underserved students.

4. Operational and Financial Stewardship – Aligning Resources to What Matters

SSD ensures every dollar and professional resource supports student outcomes:

  • An Instructional Coaching Program provides non-evaluative, personalized support.
  • Teacher-led Professional Learning Communities (PLCs) focus on meaningful, job-embedded goals.
  • District walkthroughs and instructional rounds promote consistency and growth.

Monitoring What Matters

State assessment data—like CMAS scores—are lagging indicators, reflecting the long-term impact of earlier initiatives. The recent upward trend confirms that SSD’s focused, multi-year strategy is working.

The Board’s Ends Monitoring Report brings the data to life, showing not just outcomes achieved but how initiatives are moving SSD closer to long-term success. It connects classroom practice to Board policy in a clear, transparent way.

Challenges Acknowledged:

SSD is open about areas that need continued attention:

  • Improving secondary math performance on SAT/PSAT
  • Closing achievement gaps
  • Raising instructional rigor across content areas

These aren’t barriers—they are priorities. SSD is ready to meet these challenges head-on.

SSD is not just moving the needle—with clear direction, ongoing monitoring, and belief in every student’s potential, it is transforming outcomes today and preparing students for success.
